Abstract

Faced with a crisis in the inter-American security system, one wonders what role the Tlatelolco treaty could play in this nuclear age, when a significant number of countries in the region have already accessed this type of technology. The problem is not simple, since the Treaty has a complete legal regime, because it seeks to regulate relations both between countries of the region not endowed with nuclear weapons, and those between regional countries and intra- and extra-continental powers possessing nuclear power. We hold that the Treaty may constitute a new development of the inter-American security system and that it is necessary to clarify the assurances that the nuclear States will grant to countries that have renounced the possession and use of nuclear weapons.
