Abstract
This article aims to analyze the viability of the theory of wage-led economic growth in the Cuban context. The wage system converges in a tripartite relationship involving State economy policy, market behavior, and workers' rights. The importance of the role of the State in economic growth and the distribution of wealth has received numerous and multidimensional approaches in both institutional and academic spheres. The International Labour Organization (ILO) analysis of employment trends for the period 2024 finds a global macroeconomic environment caused by ongoing geopolitical tensions and persistent inflation, while economic and social recovery after the pandemic remains incomplete. This situation generates vulnerabilities that limit the scope of social justice and increase income inequalities within the same country. To eradicate these circumstances, the ILO has defended for several years, a thesis, that advocates wage-led economic growth. This study fundamentally compares two opposing designs of State economic policy: the first in a favor of capital and second «favorable to labor or wages». The ILO thesis demonstrates the unviability of policies favoring capital, exports, and debt, characteristic of neoliberalism, and reflects on the need for a paradigm shift. In Cuba, the current context of economic crisis requires a reevaluation of wage policies, particularly in the state sector. From the academic perspective, there is no shortage of jurists and economists who have defended a policy design that, while not exactly coinciding whit the wage-led growth thesis advanced by the ILO, shows numerous points of convergence.
